Personal data

Personal data protection policy in accordance with Algerian Law No. 18-07.

Introduction

The National Coastal Commission (“CNL”) is committed to protecting personal data collected through commissariatlittoral.dz in accordance with Law No. 18-07 of 10 June 2018 on the protection of individuals with regard to the processing of personal data, as amended, and implementing texts.

Data controller

Scope

This policy applies to processing carried out through the public multilingual site (French, Arabic, English), the contact and reporting form, and the editorial administration area for authorised staff (/admin/).

Processing and purposes

  • Contact and reporting form: identity (name, email, optional phone), location (wilaya, place, date of facts where relevant), message content — purpose: respond to requests, handle coastal incident reports, institutional follow-up.
  • Anti-abuse protection (reCAPTCHA v3, Google): technical browser analysis and IP address — purpose: prevent spam and automated submissions.
  • Editorial area: user accounts (username, informational email, hashed password, role, scope), audit logs — purpose: manage official publications and trace actions.
  • Server technical logs (IP address, timestamp, requests) — purpose: security, maintenance and evidence in case of incidents.

Legal bases

Processing relies, as applicable, on the data subject’s consent (contact form), performance of a public-interest mission entrusted to the CNL for coastal protection, and compliance with legal obligations regarding information system security.

Retention periods

Unless otherwise required by law or court order, data are retained for ten (10) years from the last relevant interaction (message received, case closed, inactive staff account for the editorial area). Technical logs are kept for a period proportionate to security needs, generally twelve (12) months.

Recipients

Form data are sent by email to competent CNL services (General Directorate or relevant coastal antenna). They are not stored in a dedicated portal database: processing relies on institutional email and internal CNL files.

Security measures

  • Hosting on controlled infrastructure with restricted access and encrypted communications (HTTPS).
  • Strong authentication for editorial accounts (passwords stored hashed).
  • Logging of sensitive actions in the administration area.
  • Anti-abuse control on the public form (reCAPTCHA v3).
  • Regular backups of the CMS database and media.

Transfers outside Algeria

Use of reCAPTCHA (Google LLC, United States) may involve transfer of technical data (IP address, browser fingerprint) outside Algeria. This mechanism is enabled only to secure the form. The CNL limits third-party services to what is strictly necessary.

Your rights

Under Law 18-07, you have in particular rights of access, rectification, erasure, objection and restriction of processing, as provided by regulation. To exercise your rights, send a reasoned request to contact@commissariatlittoral.dz or by post to the General Directorate (address above) with a copy of ID. The CNL undertakes to respond within thirty (30) days at most.

Cookies and trackers

The portal does not set proprietary audience measurement cookies. reCAPTCHA (Google) may set cookies or technical identifiers needed to detect bots when submitting the form. You can configure your browser to limit cookies; some features may then be unavailable.
