The National Coastal Commission is a public establishment with administrative status under the supervision of the Ministry of the Environment. It is a coastal management tool established pursuant to Article 24 of Law No. 02-02 of 5 February 2002.

The National Coastal Commission is a public establishment with administrative status under the supervision of the Ministry of the Environment. It is a coastal management tool established pursuant to Article 24 of Law No. 02-02 of 5 February 2002 on the protection and development of the coast. The Commission implements the national policy to protect and enhance the coast in general and coastal areas in particular.

This body is responsible for preparing a comprehensive inventory of coastal areas, whether with regard to human settlements or natural spaces, and the island areas will receive special attention. This inventory is considered a basis for preparing:

  • A comprehensive information system based on evaluative metrics that allows permanent monitoring of the state of the coast and the preparation of a report on it, published every two years;
  • A map of coastal areas that includes, in particular, an environmental map and a real estate map.

The activities carried out by the local antennas affiliated with the National Coastal Commission help to enrich the geographic information system for the coast, which represents a tool to support decision-making.

In accordance with Executive Decree No. 04-113 dated April 13, 2004, which includes the organization of the National Coastal Commission, its functioning and tasks, and the joint ministerial decision dated Dhul-Hijjah 14, 1426 AH, corresponding to January 14, 2006. It includes the administrative organization of the National Coastal Commission.  The National Coastal Commission is governed by a steering council and managed by a general director. It is equipped with an academic council.

Its organizational structure also includes: 04 departments and 14 local antennas at the level of the coast from east to west: El Tarif, Annaba, Skikda, Jijel, Bejaia, Tizi Ouzou, Boumerdes, Algiers, Tipaza, Chlef, Mostaganem, Oran, Ain Temouchent and Tlemcen. It includes161 municipalities, including: (136 coastal and 25 non-coastal municipalities).

Tasks of the CNL

The National Coastal Commission is charged with implementing the tasks entrusted to it in accordance with Articles 24-25 of Law 02-02 dated 22 Dhu al-Qa’dah 1422, corresponding to February 5, 2002, including: The following:

  • Ensuring the preservation and enhancement of the coast, coastal areas and the ecosystems in which they are located.
  • Implementing the measures dictated by the applicable regulation to protect the coast and coastal areas.
  • Providing all assistance related to the areas of its intervention to local communities.
  • Maintaining, restoring and rehabilitating terrestrial and marine spaces that are unique or necessary to maintain natural balances in order to preserve them.
  • Promoting public awareness and information programmes. By preserving coastal spaces and their permanent use, as well as their biological diversity.

Introducing the fourteen (14) antennas of the CNL:

In implementation of Articles 08 and 09 of the Ministerial Resolution dated 14 Dhu al-Hijjah 1426 corresponding to January 14, 2006, which includes the administrative organization of the National Coastal Commission, the state antennas are charged with the following:

  • Putting into effect the strategy for protecting and enhancing the coast at the local level;
  • Putting into effect procedures for the protection and management of protected areas and areas. Sensitive;
  • Ensuring monitoring of the state of the coast and taking the necessary measures to preserve it.

The state antennas are located at the level of the following fourteen (14) coastal states:

Al-Tarf, Annaba, Skikda, Jijel, Bejaia, Tizi Ouzou, Boumerdes, Algiers, Tipaza, Chlef, Mostaganem, Oran, Ain Temouchent and Tlemcen. Each antenna is headed by an antenna chief.
